In order to solve the varying impact of different cold storage rates on the cost increase or decrease of chiller units, ice storage devices, civil construction investment and annual operation electricity costs, a whole life cycle cost analysis method is proposed. Through the cooling load calculation, system configuration and whole life cycle cost calculation of an actual project, the relationship curve between different cold storage rates and whole life cycle cost is obtained by comparative analysis. The results show that the whole life cycle cost of ice storage system is affected by system investment, operation cost, comprehensive construction land development cost, etc. It is necessary to analyse and compare the whole life cycle cost according to the actual situation of the project in order to confirm the optimal cold storage rate of the actual project. The optimal cold storage rate for the whole life cycle of the ice storage system of the case project is 26.2%, and the whole life cycle cost of the cold station is approximately 597.08 million yuan.
